Overview of the Physical Planning Process

Physical Planning Committees

Planning committees are intrinsic to Physical Planning's charge to oversee the development and implementation of land use plans for UCSD. In partnership with colleagues in Capital Planning, Facilities Design and Construction and other campus units, Physical Planning staff participate on teams geared to advance UCSD's major building projects through both ad-hoc building advisory committees (BACs) and also with standing planning groups including the following:


Campus/Community Planning Committee (C/CPC)
Marine Sciences Physical Planning Committee (MSPPC)
Park Committee
Planning Advisory Committees (PACs)


Campus/Community Planning Committee (C/CPC)

The charge of this committee is to provide advice to the Chancellor with respect to the physical development of the La Jolla campus and the surrounding community. In discharging its responsibility, the committee performs the following specific functions:

  • Review sites proposed by the Building Advisory Committees or other committees for planned facilities, and advise the Chancellor in regard to conformance with approved plans and concepts.
  • Review and advise the Chancellor with respect to long range physical planning issues and planning studies.
  • Comment to the Design Review Board regarding designs of buildings and major landscape projects.
  • Monitor developments in the surrounding community and evaluate potential impacts on the University to ensure that campus interests including nearby housing, retail services, open spaces and parks, pedestrian and vehicular access and mass transit needs, are adequately considered.

Marine Sciences Physical Planning Committee (MSPPC)

Acting as a subcommittee of UCSD's C/CPC the MSPPC is asked to perform the following specific functions for the Scripps Institution of Oceanography (SIO) campus:

  • Continue detailed development and implementation of the neighborhood plans for SIO. Proposed modifications and additions should be forwarded to the C/CPC to review for conformance with the Master Plan study.
  • With respect to the selection of sites for new buildings proposed for development on the SIO campus, MSPPC should work closely with each cognizant building committee and advise C/CPC regarding site preferences and conformance with the SIO Neighborhood Plan. MSPPC conclusions on siting matters, with C/CPC recommendations, are forwarded to the Chancellor, via the C/CPC.
  • Review the proposed schematic design for each new major building on the SIO campus, particularly for compatibility with surrounding buildings and for conformance with the SIO Neighborhood Plans, and forward comments, via the C/CPC, to the Design Review Board (DRB).
  • With respect to changing conditions in the community surrounding SIO, MSPPC should monitor developments which have the potential of creating negative impacts on SIO (including those that may be created by nearby housing, retail services, open spaces, pedestrian routes, vehicular patterns, and mass transit operations) and should be forwarded to the Chancellor, via the C/CPC.

Park Committee

The 1989 UCSD Long Range Development Plan and the UCSD Master Plan designated a campuswide Park comprising the campus's unique vegetation and land features. To insure preservation of these resources, the UCSD Park Committee acts as a subcommittee to the C/CPC to monitors campus actions that may affect the Park and performs the following actions:

  • Act as the Planning Advisory Committee for Park related planning studies.
  • Review projects or plans which might affect the Park (e.g. vis-a-vis grading or drainage) and advise C/CPC accordingly.
  • Evaluate and advise C/CPC regarding the potential effects of any development proposed to occur in the Park.

Planning Advisory Committees (PACs)

Physical Planning assists Planning Advisory Committees (PACs) that oversee the development of land use plans (e.g., campuswide long range master plans and neighborhood specific plans and associated design guidelines). These plans form the basis of this office's evaluations of site options and requisite environmental impact analyses for new facilities.

For each planning study a PAC is appointed by the Vice Chancellor-Resource Management and Planning and includes representation of the CCCE, other units or committees concerned with the subject matter of that study, and appropriate planning and design staff, a Physical Planning staff member will serve as the executive secretary for each PAC. PACs oversee the selection and work of external planners who provide consulting services.

PACs advance recommendations to both C/CPC and the Design Review Board (DRB). In general, the C/CPC advises the Chancellor on neighborhood studies and campuswide plans, while the DRB advises on design guidelines. For studies which pertain to the Scripps Institution of Oceanography, PACs advise the Marine Science Physical Planning Committee, whose comments and recommendations are forwarded to C/CPC.
